Finally, to satisfactorily account for the ventral position sometimes assumed by the pelvis of the ureter, it is necessary to take into consideration not only the body wall and neighbouring viscera, but also the possibility of developmental arrest. We know that the pelvis is primarily ventral in position, and sections of the human embryo at eight weeks show the outer lip gradually folding inwards over the pelvis, and forming the hilum along the inner side. Failure of this folding from any cause leaves the pelvis as illustrated in Cases I., II., and III.; and as corroborative signs of arrest are evident in the number of vessels and the low position of the kidneys, it is possible that this may be the sole cause of the abnormality. On the other hand, the absence of vessels entering the kidney on the outer side of the pelvis, or even an insufficient number or inadequate size, would, one might expect, go hand in hand with a feeble and incomplete development of this part of the kidney.
